Abstract

Penelitian ini bertujuan untuk mengidentifikasi hambatan utama implementasi kebijakan pendidikan inklusif serta menganalisis kesenjangan sistemik antara kebijakan makro dan realitas praktik lokal guna menangkap pola universal yang melampaui batas geografis. Metode penelitian ini mengadopsi desain kualitatif melalui teknik analisis konten tematik (induktif dan deduktif) terhadap 35 laporan resmi organisasi internasional terkemuka, seperti UNESCO, UNICEF, Bank Dunia, WHO, dan OECD periode 2019–2025. Temuan penelitian ini mengungkap delapan kategori hambatan konsisten, meliputi kebijakan, alokasi sumber daya, kapasitas manusia, sikap sosiokultural, kurikulum, aksesibilitas fisik, partisipasi pemangku kepentingan, serta sistem data. Faktor paling krusial meliputi keterbatasan anggaran, minimnya pelatihan guru, dan stigma sosial yang masih mengakar. Kebaruan terletak pada penggunaan laporan global sebagai data primer serta penerapan triadic framework of inclusive education untuk menjelaskan akar paradigmatis hambatan dan hubungannya dengan agenda pembangunan berkelanjutan (SDGs). Simpulan penelitian menegaskan bahwa tantangan inklusi bersifat multidimensi sehingga memerlukan transformasi sistemik menyeluruh. Rekomendasi kebijakan mencakup peningkatan komitmen pendanaan, penguatan kapasitas pedagogi guru, kampanye kesadaran publik masif, serta pembangunan infrastruktur data guna mendukung akuntabilitas dan kolaborasi lintas sektor yang berkelanjutan.
